You are the voice of those who cannot speak. By informing the SPA de l’Estrie of situations that you consider suspicious, you allow its inspectors to go on site to assess the situation and intervene if necessary.

What is neglect or cruelty towards an animal?
Negligence or cruelty towards animals can take many forms and is governed by different laws and regulations depending on the situation. We can talk about municipal regulations, the Animal Welfare and Safety Act (B-3.1) at the provincial level, and Canadian Criminal Code.

Thus, any person commits an offence who:

  • Neglects or fails to provide an animal in its care with the food, water, shelter and care necessary and appropriate for its species and age;
  • Does not keep the place where his animal is kept in good sanitary condition;
  • Leave an animal alone in a vehicule on hot days;
  • Abandon an animal in distress with the aim of disposing of it;
  • Does not take measures to have their animal treated or to submit it to euthanasia if the animal is injured or suffering from an illness;
  • Organize, participate in, encourage or assist the progress if an animal fight, in any way whatsoever;
  • Does cruelty to an animal, mistreats it, molests it, harasses it or provokes it.

Depending on the severity of the offences committed, any person who fails to comply with these measures may face charges related to the Animal Welfare and Safety Act (B-3.1) and Canadian Criminal Code.

Have you witnessed or been the victim of an aggressive incident involving a dog in a municipality served by the SPA de l’Estrie? Contact us 819 821-4727, option 5.

Once the report is made, a series of action will be initiated by your municipality with the involvement of the SPA de l’Estrie in order to evaluate the aggression incident.

To achieve a successful cohabitation between animal keepers, animals and the general population, we must work together and arrive at a fair sharing of the same territory. To do this, it is important to comply with municipal regulations. Here are some of the main regulations that have been adopted in the various municipalities of the Eastern Townships.

Dogs in freedom
It is forbidden to leave a dog at liberty. Outside the limits of the building, accommodation or property of its guardian, a dog must be kept on a leash and accompanied by a person in charge who has control over it.

Excrements
The keeper of an animal must immediately remove the faeces produced by it and dispose of them in a hygenic manner.

Stray animal
A stray animal constitutes a nuisance. Anyone who finds a stray animal must immediately return it to the SPA de l’Estrie.

Noises and damage
Is considered a nuisance the care of an animal that causes moral, physical, material or other damage to people living in the neighborhood, in various ways, including notably:

  • By barking, shouting, hissing, meowing or whose repeated cries can impair their comfort, tranquility or quality of life;
  • By damaging their property, whether it is the building as such, furniture, accessories, a terrace, a garden, flowers, flowers garden, shrubs or other plants.

Trap and poison
Within the limits of the municipality, it is forbidden to use or allow the use of poison or a trap for the capture of animals, with the exception of trap-cage.

Outside the opening hours of the SPA de l’Estrie, we invite you to contact your police service, which will communicate with us upon receipt of your call.
